Public Participation at Meetings

Purpose

The purpose of these rules around public participation in Tonyrefail & District Community Council meetings is to ensure that members of the public are given a reasonable opportunity to make representations about business to be discussed during open parts of Community Council meetings.

Where and when are Council meetings?

Tonyrefail and District Community Council meetings take place on the third Thursday of the month (except August) and begin at 6:30pm.
Meetings are held in the meeting room at Trane Cemetery, Gilfach Road, Tonyrefail, CF39 8HL.

Attending meetings

Any member of the public is welcome to attend a meeting. If you are aware of a number of people planning to attend together, it is best to contact the Clerk in case a larger venue is required.

There is also the opportunity to address the meeting via Zoom conferencing facilities.

Rules around Participation

    • Public participation at meetings is restricted to items of business as stated on the agenda of the meeting, this is to ensure that Councillors are suitably prepared and to allow decisions to be made.
    • Members of the public wishing to contribute on an item should make the Chairperson aware prior to the start of the meeting.
    • The Chairperson may amend the order of the agenda at their discretion to aid with public participation.
    • Councillors should not feel under pressure to make a decision immediately and may decide to defer an item should they require time to consider the business item further.
    • The Chairperson (or other person presiding over the meeting) must give members of the public in attendance a reasonable opportunity to make representations about any business to be discussed at the meeting, unless doing to is likely to prejudice the effective conduct of the meeting.
    • It is expected that members of public address Councillors prior to Councillors undertaking a debate on a business item. Members of the public can not take part in debate.
    • Members of public may have up to 3 minutes to make address a business item of the Council. Should there be more than 3 members of public wishing to address on one business item then the total time permitted would be 10 minutes with each member’s time being reduced accordingly.
    • Members of the public should be given reasonable time to conclude if they slightly over run.
    • A question asked by a member of the public does not require a response. However, it is respectful to acknowledge and respond to the contributions of the members of public are they reflect opinions from engaged members of the community.
    • No representation should be made personal and should stick to the facts of the matter of the item in question.
    • Should a member of public disrupt the conduct of the meeting and make it difficult to continue, the Chair may wish to consider procedures for stopping that disruption, including formal warning to stop, pausing the meeting and/or removal of the source of disruption.
